Joyce Mertz-Gilmore Foundation although is not considering requests until new program guidelines become available mid-year 2002, has old programs that caught my eyes: (1)
Energy Policy in Developing Countries; and (2)
Human Rights Program which "provide direct technical assistance, training or leadership development programs which strengthen the capacity of non-governmental human rights and/or refugee rights groups in developing countries"
AT&T Foundation give cash grants to nonprofit organizations for innovative programs that focus on helping people achieve self-sufficiency and lead productive lives." Their Civic Programs (including health, human services, public policy, diversity programs, environmental programs, & strengthening children and families): support for programs that fall into the category of children and families, accessibility of health and social services to those in need, the advancement of diversity, or the protection of the environment. Additionally, it is also interested in projects that utilize technology to "enhance the effectiveness of the nonprofit sector, and support of organizations that work to engage more people more effectively in volunteer community service."

Feed The Minds - "is a charity with a difference. It brings books and literacy materials to the peoples of the developing world and Eastern Europe, yet it does not produce any materials itself. Instead, it gives grants to local publishers to produce books in their own language to meet the precise needs of the people. Please help us to help them. Feed the Minds is transforming lives."
Foundation DOEN "funds organizations and projects in the fields Sustainable Development, Human Rights, Nature and Environment, Sports and Welfare and Art and Culture." Their SD fund may be of interest to local and grassroot initiatives
